Monthly Chat Upload Limit

Chat uploads now have a per-month cap separate from total storage size. Free gets 10 files per month, Personal 200, Indie 400, Founder 800, Agency 2,000, Custom unlimited. The paperclip in chat shows the limit before you click and gracefully blocks the eleventh file with an upgrade prompt instead of a mystery error after send. Storage in gigabytes is still tracked independently, so a large user can hit either cap depending on how they use chat.
