What about offers in another country?

It drafts from a template you supply for that country. It does not know local employment law and will not pretend to, so a first hire in a new country should go past your counsel before it goes to the candidate.

Can it send an offer without me?

Not unless you deliberately turn that gate off. The default is that an offer is a sensitive action, it pauses, and it waits.

Does it handle counter-offers?

It drafts the counter and shows what changes against the original, so the comparison is visible rather than reconstructed from memory. Sign-off is still yours.
